Plan of Management of Hazardous Air Pollutants, Emission Factors from Stationary Sources and the Investigation of volatile organic compounds emissions from consumer products

On the task of research and investigation of hazardous air pollutants (HAPs) control regulations, 17 air toxics were screened as target, and the recommended standards of the stack and ambient air have been proposed on the "Emission Standards for Hazardous Air Pollutants from Stationary Pollution Sources"(draft). The inspections for seven designated HAPs were conducted in stacks and ambient air to investigate the emission characteristics, a total 61 samples were analyzed.A draft amendment to the three relevant regulations on the emission measurement of HAPs from stationary sources was also proposed. In the supporting work of the control of HAPs, the "can surface coating processes" of surface coating related procedures was selected to establish a localized emission factor. 11 factories have been completed the analysis of process characteristics. 48 samples of can surface coating process from stacks and raw material were testing and to establish the HAPs emission factor. In reviewing the training materials for health risk assessment specialists, 208 questionnaires have been sent out, and 114 questionnaires have been returned with a recovery rate of about 54.8%. The assessment tools for the health risks and reduction effects of HAPs in the United States Environmental Protection Agency (US EPA), California Air Resources Board (ARB), and World Health Organization/Europe (WHO) has been collected. In addition, continue to update the ambient air background information of air toxics, and develop the framework plan for the monitoring network of air toxics in the ambient atmosphere. The tracking discussion of 28 stationary pollution sources (factories) in four industrial park (Linhai, Linyuan, Mailiao, and Renda) were completed for HAPs emission reduction negotiation project, and the progress has been collected. For the control of VOCs in area sources, the revision draft of VOCs component Standards for Coating Products has been discussed with the authority, and proposed the recommended VOCs content standards for D to G category coating products. For gas station fugitive emission control, the VOCs treatment technology of fuel storage tanks has been searched, and estimated the possible emission reduction.
